International Emergency Economic Powers Enhancement Act Signed into Law
On October 16, 2007, President George W. Bush signed into law the International
Emergency Economic Powers Enhancement Act (Act), S. 1612, thus amending
the International Emergency Economic Powers Act (IEEPA) (50 U.S.C. 1705)
to substantially increase civil and criminal penalties for violations of
export control regulations by individuals and entities. Civil penalties
have risen from $50,000 to $250,000 per violation, or an amount that is
twice the amount of the violating transaction (whichever is greater). Criminal
penalties have risen to $1 million per violation, while imprisonment terms
of up to 20 years remain unchanged. The new civil penalties apply
to violations for which enforcement action is pending or commenced
on or after October 16, 2007. The increased criminal penalties apply
to violations for which enforcement action is commenced on or after the

Justice Department and Partner Agencies Launch National Counter-Proliferation
Initiative. The Justice Department and several partner agencies today launched
a national initiative that will harness the counter-proliferation assets
of U.S. law enforcement, licensing, and intelligence agencies to combat the
growing national security threat posed by illegal exports of restricted U.S.
military and dual-use technology to foreign nations and terrorist organizations.
